• All Lecturers in Tertiary Institutions within the Ministry of Higher and Tertiary Education

• School teachers in the Ministry of Education who are on staff development programs

• Annual Subscription of one million dollars and is subject to review


Governing Rules

• Issue period is two weeks

• Fines charged for overdue items are subject to review

(i) From day one $50 000 per day

(ii) From day five $100 000 per day

(iii) From day ten $150 000 per day

• Opening hours ? Monday to Friday
